Just imagine you had a restaurant. A bus would stop, thirty to fourty people would storm your toilet and then leave you without a word. No wonder that places of that kind charge for the use of their toilets if you do not eat and/or drink there. The least thing I do when I am in desperate need for a "ceramic item" is to ask for it politely and have a cup of tea or coffee.
You will find the "toiletlady" a lot in department stores at the customer toilets which is of course a bit of compulsion – but they keep the place clean.
I am from Germany and I can tell you, that this "money-toilet" thing doesnt exist too long.
I was invented just a few years ago to keep the toilets clean, doesnt work properly ^^
